Introduction

Partnership Delivery Team

PDT is lead by the council’s Deputy Chief Executive, and its work is in setting and preparing for Board agenda items, planning events, carrying out research and other work as determined by the Board. PDT has sponsored and continues to oversee the Observatory Project at a strategic level.

Additional Direction from Strategic Partners

Bradford District Partnership (BDP) was created in 2008 to act as the district’s Local Strategic Partnership (LSP). All local authority areas are required to have an LSP to assist in the planning and delivery of more effective services for local people. BDP is now geared to ensuring that the district’s Big Plan (the Sustainable Community Strategy) and Local Area Agreement (LAA) are delivered in the best way possible. It aims to ensure that all the partners work closely together to make things happen. Sound intelligence is key to supporting informed joint working towards strategic objectives for the District, therefore BDP is expected to monitor and contribute to the priorities and high-level design of the Observatory as well as championing its development and use.

Observatory Steering Group

The Steering Group, which reports directly to PDT, was convened to provide joint strategic leadership for the project, and specifically to:

• Ensure that data and intelligence support local priorities and decision making (at a joint and individual agency level) through the agreement of strategic priorities • Agree joint funding arrangements • Agree hosting arrangements • Ensure resources and cooperation at all levels will facilitate the timely delivery of the action plan • Agree Bradford Observatory Performance Management Arrangements • Individual members to act as Champions within their own organisations to support the work of the Observatory • Where blockages to development or progress arise to take action to resolve as appropriate • Agree recruitment of key Observatory posts (or delegate this authority) • Prioritise data sets and priority indicators with advice from Technical Advisory Group Sign off functionality and procurement arrangements as appropriate and with advice from TAG • Chair to sign Service Level Agreements on behalf of the Observatory • Sign-off work and provide decisions if urgently required between meetings.

Technical Advisory Group

The Technical Advisory Group (TAG) is responsible for the implementation of the Observatory and its role will be to deliver, at an operational level, the strategic priorities of the Steering Group. The TAG will:
• Translate data and analysis needs (prioritised by the steering group) into technical solutions (e.g. website, interactive GIS).
• Develop health and well being indicators.
• Facilitate the transfer of data, where appropriate, from Partner’s systems into the Observatory • Manage data governance via implementing meta-data standards, data sharing agreements, and clarifying ownership and responsibility for data.
• Ensure the high quality of the content of data and information and supporting technologies.

Bradford Observatory Team

The Bradford Observatory Team represents the individuals and groups involved in putting together the various components of the Observatory, from the development of the website, through the contribution of data and analysis and the provision of capacity to provide advice, guidance and bespoke intelligence services. The Team is divided into two broad groups (below)

Core Team

The core Team is based within the Council and is responsible for hosting and developing the Observatory website and for developing the data and intelligence content of the site. This role includes negotiating the provision of datasets and analysis from partners, and the preparation of this material for inclusion in the Observatory.

Extended / ‘virtual’ Team

The Extended Team comprises the range of contacts across partners with whom the Core Team work who together will ensure that the Observatory becomes a one-stop-shop for sharing robust and reliable multi-agency data.
